HCS SB 191 -- ELECTED MUNICIPAL OFFICIALS SPONSOR: Goode (George) COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Local Government and Related Matters by a vote of 18 to 0. Under current law, vacancies in elective municipal offices in St. Louis County must be filled by special election. This substitute requires vacancies to be filled by appointment by the mayor, subject to advice and consent of the city council. The substitute also allows third class cities to eliminate the office of marshal, assessor, and collector if the city contracts with another entity for the services provided by these elected officials. FISCAL NOTE: No impact on state funds. PROPONENTS: Supporters say that the bill makes it easier for cities to eliminate elected positions when it is more cost efficient to contract for the services provided by the elected officials. It is often difficult to find individuals to run for these elected positions. Testifying for the bill were Representative George; and Missouri Municipal League.
